Bulger (Autobar House) Liaison meeting – July 2014

The following are minutes from the regular liaison meeting with Bulger.

Completion Riverside Building Nov-15
Bugler Contract Completion Date Nov-15

Party Wall MF advised that TR leaseholders PW awards due for sign off next week
RegattaPW status is currently unclear clear: GC to contact Surveyor Peter Messenger urgently to clarify
GC concerned whether piling could start without PW in place.
MV advised piling works had to commence Monday 14 July/possibly restricted to areas outside PW purview?
Reinforced Concrete Framing: GC noted noise/dust nuisance problems with concrete polishing on Kew Bridge site.  MV/MB advised that 42KBR required no polished concrete, and more passive levelling would be employed.  If this situation changes, MV/MB will advise in advance
Last concrete lorries due on site 4pm daily, to meet site working hour requirements
It may happen that works will go beyond 6pm, to complete concrete sections, but MV advised this would be rare.  MV cited 3 such instances, over the course of a construction, on,previous similar jobs
Thames Row Issues:
Thames Row Boundary Wall: 2340mm height will remain from front through to Thames-side. May be reduced to follow slope at Thames-side? TBC?.  Section B shows potential height at Thames-side is 3.2m + 2.3m =5.5 m from Thames Path?  Will be rebuilt in similar brick where it has been completely taken down (roughly in line with TR east flank wall)
Thames Row Access Visibility: Domed mirror on site, but awaiting a strap to be able to get it installed. MB agreed to chase this asap
Thames Row Planting Beds: LM raised issue of any further scaffolding on the Thames Row side (which would encroach on the existing gardens).  MV/MD advised that due to the position of the new building, vs the beds, that it would not be likely
Lighting on Thames Path: MF queried whether new LED Thames Path streetlights, missed out because of scaffolding, were to be replaced.  MB advised that council were aware of change in scaffold status, and would be dealing with this
Regatta Point Issues:
Shared Wall RP/42 KBR:
1. Noise transfer DN raised issue of noise transfer between balcony of 42KBR and RP main building.  MV/MB reassured him that there was a minimum 400mm clear void between the recessed new balcony and his own.  Also advised there were 4 skins between the 2 buildings, which would have to meet stringent noise requirements
2. Integrity DN/GC raised a query about thei ntegrity of the existing wall
MV/MB pointed out that it is in fact two walls: the mural wall is separate to the retaining red wall of RP, which is in any case reinforced at the base.  As this wall is not being touched, its integrity is not at issue, but MV said it was unlikely to be at risk .

Regatta Point Mural: Undertaking exists to keep at least 1 metre of mural: MV advises that significantly more than this may remain.  MV/MB mentioned that this wall is ‘live’ (i.e. potentially unstable) but doesn’t affect RP directly
Brick Stock: Sample Wall has been built: pale grey and beige. There will be a 70/30 colour mix, alternating
