Information on the Kew Bridge development by St. George’s

East Wall Repairs

Resident’s should be aware by now that the East wall of Regatta Point is in need of repair.

When the St George’s development removed the office block that used to cover the East wall it quickly became apparent that it needed some investigation as it looked unsafe.  Our surveyors confirmed that the wall was not straight and advised that the brickwork should be pinned to the concrete super-structure of Regatta Point (a system of screws called Helifix).

We have obtained the following email from Alan Murphy at Shaw and Company (part of the same group as our managing agents HML Shaw).  We requested this due to the concerns of residents over these important works and because Alan Murphy has taken over the project from Peter Messenger who has left their company.

Additional to the quote (below) Alan Murphy has confirmed that the duration and cost of the works have reduced from original estimates because scaffolding is no longer necessary.

“Further to our phone conversation I am sending this email to reassure residents regarding the proposed works to the east flank wall.

As discussed the best time estimate for the works to the east flank wall is the last week of March first week of April. However this is not as yet confirmed and cannot be confirmed until such time as the contractor lined up to do the works supplies essential documentation.

Both Shaws and St George require risk and method safety statements (RAMS) from the contractor carrying out the lateral restraint work. This is a legal health and safety requirement and is non-negotiable.

Shaws and St Georges have requested these RAMS on several occasions and this request is refreshed regularly. The reality is though that only the contractor can do the RAMS and until such time as he does, we will not have any confirmed hard dates for the work to occur.

I have told you that I will inform you once this occurs. But please appreciate that the ball is in the contractor’s court for now.

This job as you are aware was managed by a colleague of mine and as such I am not fully familiar with the background. I am not sure therefore if the proposed works have been explained in detail?

A series of 6mm steel ties will be inserted into the exterior wall by means of drilling holes with a 6mm drill bit. I attach a photograph with the proposed layout. Please note that holes shown on the photo are not real size !!

I also attach a sketch of the 6mm ties that are being used together with the type of drill being used.

I hope everyone appreciates that a 6 mm drill bit is quite small. That’s less than a quarter of an inch in old money !!

While of course there will be some noise from the drilling it will be quite low level and of minimal duration. Akin to a neighbour putting up some shelves. It will also not be concentrated in a single location for any length of time. I would think that the job in total should last no more than a couple of days.

So in my view there is absolutely no reason for anyone to feel they cannot stay in their flats whilst the work takes place.

I do hope this clarifies matters and reassures. I will be in touch once the contractor gets back to me re firming up the working dates.

St George’s liaison meeting

On Friday the 6th of March George Cross (RP Director), Mo Bowyer (RP resident),Malcolm Wood (St. George’s) ,  and Sean Chappell (St. George’s Snr. Construction Manager) held one of their regular liaison meetings – the aim of which is for Regatta Point to raise any issues with the development next door and for St George’s to keep us abreast with progress.

The following are highlights of the meeting:

COORDINATION OF ST.G WORK AND HELIFIX WORK TO RP EAST WALL
All floors are expected to be available for RP contractors to carry out Helifix remedial works from the end of March.  The work is expected to take up to 2 weeks, will be during normal working hours of 8am to 6pm and be very noisy.
GENERAL PROGRESS

  • The last concrete will be poured by the end of March, completing the superstructure of the building.
  • The next phase of the building around Providence House will have its public spaces opened up, both front and back, by April.
  • The crane is scheduled to be removed in July.  This will require weekend working and likely temporary road closure.
  • Scaffold and then protective wrapper has started to go up around the oval and connecting building as work commences on the internal fit-out.  Work will continue in this area (which excludes the roadside block that abuts Regatta Point) until the end of November 2015, after which the area will be opened to the public – including access to the side gate for boat owners.
  • The tall, overgrown, trees and bushes next to RP wall are to be removed and replaced by low level shrubs.  Security is to be maintained by the implementation of gates at the roadside and riverside end of the development that will be locked overnight with key codes issued to St George’s residents and some boat owners.
  • The completion of the rest of the roadside site is expected to be spring/summer 2016.
  • No more commercial units have been let.

St George’s Liaison Meeting – January 2015

On Friday the 30th of January Mo Bowyer (RP resident), and Sean Chappell (St. George’s Snr. Construction Manager) held one of their regular liaison meetings – the aim of which is for Regatta Point to raise any issues with the development next door and for St George’s to keep us abreast with progress.

The following are highlights of the meeting:

COORDINATION OF ST.G WORK AND HELIFIX WORK TO RP EAST WALL
SC said they would be ready for us to do this work the third week in March – contractor and weather dependent. Would like it to be completed in 1 week but 2nd week is OK.

SITING OF GATES INTO ST.G DEVELOPMENT
There will be a total of 4 gates, with 3 of them locked from dawn to dusk – set time would be agreed at a later date. There will be a locked gate at both the North and South ends of the pathway plus a 3rd, adjacent to which will be a 4th gate for residents operated by a fob.

HOARDING OBSTRUCTING VIEW WHEN LEAVING RP CAR PARK
SC appreciated the problem but said it was necessary as a safety measure as items could possibly fall from scaffolding during construction and is designed to contain any such debris. He hoped to have these hoardings removed by the end of August or earlier if possible. Small entrance to remain open but main entrance is being widened for main deliveries – bricks, etc.

GENERAL PROGRESS
SC said they will be working from the Elipse upwards and the work on the construction abutting RP will be the last. All frames should be in place by end of March. The crane will remain until the end of July.

When work begins next to RP in September time – scaffolding will be encased in white sheeting to minimise dust fall out, etc. Landscaping will follow.

All windows will be installed before the brickwork and there will obviously be increased noise from drilling/building activity.

The footpath wall should be finished in 6/8 weeks.

First handover of landscaped area in front of Provenance House should be at the end of this week, i.e. 6th February.

In discussion with 3 potential lettings for the retail/office spaces.

The completion of the site has been moved from Dec 2015 to spring/summer 2016.

On Friday the 31st of October George Cross (Director RPFL), Mo Bowyer (RP resident), and Sean Chappell (St. George’s Snr. Construction Manager) held one of their regular liaison meetings – the aim of which is for Regatta Point to raise any issues with the development next door and for St George’s to keep us abreast with progress.

The following are highlights of the meeting:

  • St George’s to liaise with RP contractors to carry out the Helifix work that will strengthen the East wall of RP. This is scheduled to take place in February 2015 and is acknowledged to be very noisy work whilst the drilling takes place.
  • The side gate will continue to be out of use for the boat owners until March 2015.
  • G is to check the exact proposed location of the gates that are to be installed at either end of the alley that runs alongside the RP garden wall, as there are concerns that they are not in the optimum situations.
  • Work on constructing the floors that form the building that will abutt RP will start in approximately 4 weeks once the car park floor is complete.
  • The garden wall next to RP has moved slightly and St G will now underpin it.
  • There has been an upturn in interest in occupying the commercial units though nothing definite.
  • St G reconfirmed their working hours as being 08:00 to 18:00 Monday to Friday and 08:00 to 13:00 on Saturdays. No Sunday working.

St George’s liaison meeting – June 2014

The following are the minutes from the regular liaison meeting between St George’s,  Regatta Point Directors and Residents Representative which took place on Friday the 13th of June at 08:30.

Piling work on final construction two thirds complete. Method is proving to be very quiet..

There has been a delay in construction caused by the need to re-route the gas services away from the pipe running alongside RP. The utility company has been slow in responding but they are now progressing the work.

The party wall agreement will be with the RP surveyor inspection and for sign-off next week. However, the piling rig is not available until July the 7th so that is the earliest date for the next phase to start. In the meantime excavation will continue. There will be some sporadic drilling in order to break up any structures or concrete found.

The Eastern wall has red paint on it because they indicate points on the wall where measurements have been taken and these points will be monitored on a regular basis to look out for any movement in the structure. Work would stop immediately if any movement was detected.

The final excavation is planned to be completed by the end of August.

All remaining buildings will then be built up to ground level (i.e. basements built). This is expected to be by October.

Construction of the concrete super structure for all buildings will then start – alternating from building to building as concrete is poured and sets. Concrete frame expected to be complete by end Jan 2015. The crane will then be dismantled.

Pub will be handed over to Fullers by the first of July for an 8 week fit-out.

Entire duration of development expected to last up to 2016.
