Annual Residents’ Briefing

Sorry these are a bit late but notes from the Annual Resident’s Briefing are detailed below.

Mike Crump led the presentation (pdf attached) Directors Meeting – 21st Jan 16 Final and the main points of discussions were:

  • Mike Crump is retiring as Chairman and Director.
    Introduction of Hilary Oliver as new Director.
    A promise that new appointments will be made through public invitation in future.
  • New Caretaker, Oscar Rivera, is settling in well.
    Residents are invited to attend the regular Walk&Talk of the building in order to get a sense of the work done.
  • Review of 2015 accounts and why service charge increased by 9%
  • Gardens – new contract seems to be working well, more plants on order.
  • Sauna has turned into a much bigger job than expected and gym component has been dropped at this point.  Will be picked up as a new project at a future point.
  • KewSide development is proving to be very difficult as the developers are not responsive or collaborative.  There is a big focus on resolving outstanding issues before they depart – scheduled for the end of March.
  • St. George – very helpful developers with few issues at the moment.  They have asked to erect stairs over the eastern flower planter at the front.  Price is being negotiated.
  • St James – major work starts now but should be of limited disruption as on other side of road.  Contact has been made with project manager.
  • Roadside windows – ball park figures of £150,000 have been received and bills would be divided be service charge according to informal legal advice.  This would mean 18 flats that do not benefit from new windows would still receive substantial bills.  Residents are encourage to contact the directors (directors@regattapoint.co.uk) to comment.  The residents at the meeting overall asked that the project go ahead but there were several residents who had serious reservations.  It will be a very complex project involving entry to all flats, big bills and complexity around the repair of internal decorations.
  • Works to comply with the enforcement notice issued by LFB are to start 25th Jan and take a 6 weeks.  Being funded by licence fees from cranes from St George and Bugler.
  • Guest rooms have been enhanced in the last year.
  • Residents were again encourage to sign up to the website www.regattapoint.co.uk in order to be sent news items automatically.  it was also pointed out the the website contains a “fix-it” form which is another way to inform the caretaker of any issues.

Fire Works!

Work will be starting on Monday the 1st of February on all the electrical cable ducting that runs throughout the building in order that, should it ever catch fire,  it will be better contained.

This is as a result of the Enforcement Notice served by the London Fire Brigades on Regatta Point following the fire in January 2015.  The work consists of the installation of fire-retardant surroundings to the cable ducting that runs up between floors and the installation of seals between floors.  This will look like new panelling being installed on every landing.  Only one floor will be worked on at a time. This disruption will be restricted to the nearby flats.

We are sure that you can appreciate that a safer building is worth the disruption.  The overall project is going to take a couple of months and is at no cost to owners as it is being paid for through the licence fees gathered from neighbouring developments for the over-sailing of their cranes.

St James working late

Due to the inclement weather of late we will be working late this evening to complete the Ground floor Basement, as you can see below we will only have a minimum number of people onsite and noise will be kept to a minimum.

St James Heritage Walk liaison meeting

On Wednesday the 20th of January George Cross (Director RP) met with John Browning (Project Manager, St James) as part of a new series of liaison meetings to discuss the development opposite Regatta Point.  The following are notes on the main points of the meeting.

Apologies from John Browning for not making contact sooner.  He has already established links with Green Dragon Lane Estate, local school and shop and should have done the same with RP.

The development consists of 91 units spread across three buildings – up from the 74 in the original application as an extra floor has been added to two of the buildings.  They are 8, 7 and 5 stories high.

All the preparation work is now complete and foundations are being laid.  Work should be complete by January 2017.

Operating hours are 8am to 6pm Monday to Friday and 8am to 1pm on a Saturday.  It is not anticipated that any other work (save dismantling of the cranes) should take place outside of that.  It was reported that there was noise coming from site into the early hours of the morning the other week but this could not have been from this site as no overnight working has ever been approved.

There will be a lot of lorries using the site but they have to be booked 48 hours in advance as space is tight and must only arrive and leave during normal operating hours.

There will be a contraflow in operation in the road outside RP during the third week of February whilst the gas mains are extended from the RP pathway to the St James site.

Our new director, Hilary Oliver, will be the lead on liaisons with St. James going forward.

 

KewSide Bugler liaison meeting

Access to Regatta Point west bin area
The fenced off area outside the RP west bin area has again preventing the bins from being emptied since the Christmas period. SHB declared this to be a health hazard and the bins have since been emptied.

Action:  GM confirmed that the Bugler gateman would ensure that the bin men have access in future.

Bugler Removal of Pergola above RP car park spaces 39, 40 and 41
The pergola above RP car park spaces 39, 40 and 41 was removed by Bugler at the start of the Kewside build and needs to be replaced.

Action: SHB to send a copy of the scaffold licence between RP and Bugler evidencing the removal of the pergola. Bugler to replace as specified.

Crack in the brick wall at the west end of the car park
The red brick wall at the west end of the car park has been damaged and cracked by Bugler developments and needs to be made good.

Action: GM will need to erect a small scaffold on the RP side of the wall to both rectify the cracked area and to complete the building of the wall. SHB confirmed that the garden area where the scaffolding is to be erected belongs to mews house 57, Mr John Fenton, not to RP.

Debris on top of the Mews Houses
The mews house roofs need to be cleared of debris.

Action: GM confirmed that a tray needs to be fitted between the mews houses and the Kewside wall and together with clearing the roof debris this work will be done in the second or third week in February.

New loading bay outside the Kewside development
GM confirmed that the loading bay outside the Kewside development has appropriate 278 works regulation approval.

R P resident privacy
RP residents have concerns regarding the privacy of their balconies. It appears that each of the Kewside balconies have 2.4 m frosted glass privacy screens up until the 5th floor of Regatta Point. At this level the frosted glass privacy screen has been reduced to a height of 1.8m. This is not acceptable to David Nightingale who lives on the 5th floor as his privacy has been severely compromised.

Action: DN to pass the original planning specification which stated that each of the balconies will have the same height of privacy screen to SHB to take forward.

Flat 56 RP roof debris
GM has noticed a buddleia bush rowing form the rooftop of Flat 56 and that the rooftop needs cleaning. GM has offered to allow cleaners on to the RP roof area by gaining access through the Kewside development.

Action: SHB has informed Lyndsey Ridgers, the RP managing agents who will take this forward.

Flat 56 RP pigeon wiring
The RP pigeon wiring opposite the weathering at the top of the building needs to be replaced.

Action: GM agreed to do this and would like the owners of Flat 56 to inform him of the details of the type of pigeon wire required and exactly where it needs to be fixed.

Flat 56 RP Roof Security
Concern was expressed that as RP is now physically joined to Kewside, the roof space of Flat 56 is at present easily accessible by any contractors working on the Kewside roof.

Action: SHB to formally write to Bugler Developments and the Notting Hill Housing Trust as the Kewside development is clearly in breach of ‘Secure by Design’, which is the police approval needed for new build.

GM confirmed that the un-rendered section of the exposed RP wall that was behind the mural will be repaired and re-rendered.

Confirmation of the estimated handover of the Kewside site of mid to late March.
